Louis Spiegel was a Cincinnati artist who was known for his clown paintings. This is a rather famous one, It depicts a sad clown on the Cincinnati riverfront. Riverfront Stadium and The Delta Queen can be seen in the background of the painting. One can also see scraps of newspaper near the clown's feet that say stuff about crime and pollution as well as "Reds Win."
