Interfaces with publishers, faculty, staff, co-workers, Home Office employees, and vendors to answer routine inquiries, resolves problems and complaints, requests status reports and takes book orders over the telephone. May write letters and/or memorandums to faculty and publishers.<br>
3. Enters data on personal computer to order textbooks, enters course adoption data, receives textbooks, and reports employee hours. Inputs course information, used book information, and enrollment figures. Prints want-lists, charge backs, and orders. Updates publisher files.<br>
4. Checks correspondence, key requisitions, ship requisitions, and reports for accuracy and completeness before they go out. Ensures books are priced correctly. Ensures that returns go out in a timely manner. Ensures shelves are kept neat and clean.<br>
5. Analyzes textbook adoptions, previous history, the school's enrollment, and other considerations to determine the quantity to cover. Research books that are out of print editions, new editions etc. and discuss this with the teacher/professor. Answers faculty questions and resolves any problems that may arise with textbook orders. Calls publishers to obtain a status report for orders and to resolve any delivery problems. Authorizes the payment of invoices. Researches inquiries from publishers about the payment or non-payment of these invoices.<br>
6. Fills in for breaks and lunches. May close registers. May fill in for the Store Manager in their absence. May enter Daily Sales Reports.                                                                      <br>

2-4 year degree or relevant experience. Minimum 3-5 years experience in a sales capacity with demonstrated ability to coach a successful sales team. 1.	Implement, direct, and administer general policies and procedures established by the Board of Trustees.<br>
2.	Plan, develop and implement day-to-day operational policies, programs, procedures and methods in concert with the general policies established by the Board of Trustees.<br>
3.	Manage and oversee all employees in the performance of their various duties, including training.<br>
4.	Develop, implement and maintain a basic management philosophy designed to guide all personnel toward optimal operating results, employee morale and Member satisfaction.  <br>
5.	Ensure that the employee handbook is up-to-date and covers all of the required topics (sexual harassment, vacation policy, etc.) as directed by the Board of Trustees.<br>
6.	Ensure that the entity is in compliance with all applicable local, state and federal laws relating to its day-to-day operations and in its relationships with its employees, including providing a safe workplace.<br>
7.	Ensure proper cleanliness and sanitation of all facilities and environments.<br>
8.	Provide advice and recommendations to the President and Board committees about renovations, alterations, maintenance, materials, supplies, equipment and services not provided in approved plans and/or budgets.<br>
9.	Oversee the care and maintenance of all physical assets and facilities.<br>
10.	Maintain an active Membership in the Club Managers Association of America (CMAA) and/or such other professional associations as appear beneficial.<br>
11.	Attend conferences, workshops and meetings to keep abreast of current trends and developments in the field athletic club management with the approval of the Board of Trustees.<br>
12.	Coordinate development of operating and capital budgets according to the budget calendar; monitor monthly and other periodic financial statements; address all budget issues as required. <br>
13.	Coordinate and serve as an ex-officio Member of appropriate committees as requested by the Board of Trustees.<br>
14.	Coordinate the marketing and Membership relations programs to promote the services and facilities to potential and present Members. <br>
15.	Ensure the highest standards are met for food, beverage, sports, recreation, entertainment and other services.<br>
16.	Establish and monitor fiscally responsible purchasing policies and procedures. Ensure that purchasing procedures and inventory systems are in place and functioning correctly.<br>
17.	Attend meetings of the Executive Committee and Board of Trustees as requested.<br>
18.	Monitor and report on Member infractions to the Board of Trustee for necessary action.<br>

STUDENT SERVICES AUTHORITY CONTRACT<br>

(DIRECT PURCHASE ORDER TO INDIVIDUAL WITH AT LEAST TWO YEARS OF UNDERGRADUATE EDUCATION OR WHO RECENTLY COMPLETED BA/BS DEGREE)<br>

1.  Project Description<br>
<br>
	The Office of Administrative and Research Support (OARS) is the administrative office providing administrative and support services for all employees of EPA’s Office of Research and Development (ORD).  The Budget Execution (BE) Division of OARS is one of several divisions of OARS.  The BE Division has an openings for a student contractor positions to provide administrative assistance to the Budget Execution Division Director.   This  position is located in Cincinnati, Ohio.  The BE Division is a centralized administrative organization providing budget execution services for the Office of Research and Development (ORD). The student contractors will assist the BE Division staff in executing their duties by providing both administrative and technical support for the full budget execution cycle.<br>

<br>
2.  Period of Performance:<br>
<br>
52 weeks, estimated between January 4, 2010 through January 3, 2011 <br>
Full-time; 40 hours per week<br>
Total potential hours: Maximum of 1920; excludes holidays which will not be paid for <br>
<br>
<br>
3.  Description of Student Services Position:<br>
<br>
A.	assists in developing, validating and editing financial reports;<br>
B.  develops PowerPoint Presentations, Excel Spreadsheets and Word documents including technical reports;<br>
C.  performs data entry in various ORD and Agency systems;<br>
D.  sets up meetings, conferences and assists in developing agendas/meeting materials;<br>
E.	participates in Division meetings and documents/distributes meeting notes; <br>
F.	performs regulation searches;    <br>
G.	assists in responding to information requests; <br>
H.	maintains records in accordance with federal regulations; <br>
I.	provides general administrative support (word processing, faxing, copying, mailing, scheduling) <br>

<br>
4.  Required Expertise, Skills, Education and/or Experience <br>
<br>
The student needs to have completed at least two years of college and be in good academic standing.   The student must be currently enrolled in a four-year degree program or have graduated with a BA/BS within the last two years. <br>
<br>
The student must have a good general knowledge of administrative procedures/practices.  The student must also have strong analytical skills, and excellent, demonstrated experience with Excel, PowerPoint, and Microsoft Word.<br>
<br>
<br>
5.  Required Background Investigation and Suitability Determination: <br>
<br>
Students under this contract are required to undergo a background check and check of FBI fingerprint files and a suitability determination by the Environmental Protection Agency.  Students awarded a contract will have to complete a standard Form 85 (SF85) "Questionnaire for Non-Sensitive Positions" and Standard Form 87 (SF87)"Fingerprint Charts.”  All completed forms will be submitted to the ORD Mentor (Cynthia Howell, EPA, 202-564-6748 in DC), at least 14 business days prior to reporting to work.  Fingerprints will either be taken at the ORD duty station (upon reporting for work) or students will be notified to have their fingerprints taken at their local police department.  If a background check reveals information to indicate the student represents a risk to the interests of EPA and the national security, the contract may be terminated. <br>

6.  Description of Work Conditions: <br>
<br>
The student will work in a professional office environment using standard desktop computers and software. <br>
<br>
	<br>
7.  Compensation:<br>
<br>
The rate of compensation for this position is as follows:<br>
<br>

These rates are designed to include the cost of self-employment taxes for social security and Medicare. <br>
<br>
This position is for 40 hours per week. Student contractors will be paid the basic hourly rate only for the number of hours worked and will not receive an overtime premium for any hours worked beyond the 40-hour week.<br>
 <br>
Student contractors are responsible for all transportation costs to and from the principal duty station location. The Government does not provide housing, meals, or other living expenses while working at the principal duty station.  Travel away from the duty station is not anticipated. <br>
<br>
<br>
8.  Taxes:<br>

The student is responsible for paying all Federal, State, and/or local income taxes required as a result of income received under this order. <br>
<br>

10.	 Evaluation Criteria for the Student Services Contract related to the <br>
Budget Execution Division of OARS:<br>
<br>
A.	satisfactory completion of at least two or more years in an accredited college or university;<br>
B.	business knowledge attained through previous work experience or through formal education which is relevant to position;<br>
C.	evaluation of interviewing process;<br>
D.	quality of written sample which demonstrates analytical ability;<br>
E.	demonstrated organizational and administrative skills including Excel, PowerPoint and Microsoft Work, based either on prior employment, paid or volunteer, or on school-based extracurricular activities (or both);<br>
F.	quality of academic work as reflected by GPA and/or other measures<br>
<br>

The Government will make the contract award with all other factors other than price (students’/recent graduates’ knowledge and skills, academic and work experience: training and course work as it relates to the services described in the Announcement) being significantly more important than price. <br>

11.  Student Proposal Contents:<br>
<br>
Student’s or recent graduate’s résumé and proposed hourly rate based on the compensation table above, will serve as the proposal for student or recent graduate services requirements. The submitted resumes should be no more than three (3) pages in length, exclusive of the letters of recommendation and documentary evidence from USCIS, if appropriate, and contain the following information:<br>

G) Place of Birth<br>

12.  Instructions for the Submission of Proposals:<br>
<br>
The deadline for submissions is 5:00 pm Eastern Time Thursday, December 17, 2009.  Required document—including résumé or statement of qualifications, copy of college transcripts, and rate proposal—should be submitted  electronically to Tricia Slusser at slusser.tricia@epa.gov (phone: 202.564.2615).  To ensure proper tracking of submissions, please use “(Last Name). OARS Student Services” in the email subject heading.<br>
<br>
Students or recent graduates are responsible for submitting proposals so that they reach the Government office designated by the time specified.  Any proposal received at the Government office designated after the exact time specified for receipt is “late” and will not be considered unless it is received before award is made, and the Contracting Officer determines that accepting the late offer would not unduly delay the acquisition and:<br>
<br>
A.  It was transmitted electronically and received at the initial point of entry to     the Government infrastructure not later than 5:00 p.m., one working day prior to the date established for receipt; or<br>
<br>
B. There is acceptable evidence to establish it was received at the Government installation and was under the Government’s control prior to the time set for receipt; or<br>
<br>
C. It was the only proposal received. However, a late modification of an otherwise successful proposal that makes its terms more favorable to the Government will be considered at any time it is received and may be accepted. Acceptable evidence to establish the time of receipt at the Government installation includes the time/date stamp of that installation on the proposal wrapper, other documentary evidence of receipt maintained by the installation, or oral testimony or statements of Government personnel. If an emergency or unanticipated event interrupts normal Government processes so that proposals cannot be received at the office designated by the exact time specified, and urgent Government requirements preclude amendment of the announcement, the time specified for receipt will be deemed extended to the same time of day specified on the first work day on which normal Government processes resume.<br>

13.  Central Contractor Registration:<br>
<br>
The student or recent graduate contractor selected for award must register with the Central Contractor Registration (CCR) and Dun and Bradstreet (D& B) (to obtain their Data Universal Number System (DUNS) number or DUNS +4.) Failure to register may adversely affect receiving an award or being paid. Student or recent graduate contractors are required to provide the following business information only once to this common Government-wide data source: their Taxpayer Identification Number (Social Security Number or Employer Identification Number), Electronic Funds Transfer (EFT) information, and DUNS number.
